I wouldn't be surprised if that was just straight Touhou, no animes involved.

 

Someone had a siggy with almost the exact thing, except it was an anime. Can't recall who had it though.

 

It was Jube.

 

I googled TouHou, and amnt really sure about the results.

Mostly got famous in America on youtube for its music being ytpmv'd into practically everything.

 

It looks like it's from Maria Holic, except photoshopped. I haven't seen the show, but I know that there's a scene just like that in the OP with different characters.
