Nintendo DS has a Wi-Fi connection, but I have no idea how to use it. Do you need to buy something extra, or utilize some form of internet connection?

The Wi-Fi on the DS works almost like a laptop's Wi-Fi: It works either in a Wi-Fi hotspot (such as a Starbucks or something), or if your house uses a wireless router. At my house, I don't have Wi-Fi on my DS unless I'm within the range of my router, which is there until I go acorss the street or something. XD Or stand in the street.

You don't really need to buy anything extra, but I have noticed they've released Opera web browser things for both the DS and DS Lite. These cards go where your DS game cards would go, but they allow you to actually browse the Internet from your DS. Again, however, you'll need to be in a hotspot for Wi-Fi.

Why does it matter what game it is, though?

Well, actually, I was planning to get Mario Cart, since I heard it's good, but I want it for Pokemon: Pearl, and possibly (that is, if it has a WiFi connection) 358/2 in the future.

Okay for mario cart. First put it in the ds and start it up.
then click nintendo wfc
Then nintendo wfc settings
then nintindo wi-fi connection serttings
then click on connection 1
search for acces point.
if it fins one then go back till you can click onnintindo wfc match and that's about it. Any question?
