Besides..The person who called the ambulance was this woman who passed them up..She even witnessed them flee he scene...My cousin Emily told me...
They never found out which policemen did it...that's why they weren't arrested...

All I'm saying is that there probalby was more to the incident, especially since being family places a certain bias towards dirty cops. The fact that Todd's friend was conscious didn't mean that he wasn't concussed. You yourself said he was in a lot of pain who knows what he really saw. And the cops were never found? If you place an issue with a police that involves their own you at least get something back because there are records of patrols. Yeah the cops might not have been as cautious as they should've been, but accidents happen and you lose your job if you just leave the scene like that. I highly doubt that looks good on the Chief of Police's part, let alone the mayor, councilor, etc. And again, the cops are the ones at fault, but if all those two were doing was ATVing off road why wouldn't they stop? Even if they weren't wearing helmets, it just makes sense to stop when you're told to by a cop.
