Um Is this just happening to me or??

 

What am I supposed to be seeing?
From that screenshot, I can't see anything wrong.

 

The top bar thing is on the another side and it's blocking What's New?, Forum,Media,Video porat,mice,Home

 

Can you upload that image to something like ImageShack or TinyPic? Might help visually. I see some kind of green there and that's definitely not right, but aside from that I'm not really sure.

 

Have you tried clearing your history and cookies/cache? <<< Hyperlink, choose your browser to see instructions

or Flushing your DNS <<< Hyperlink.

If that doesn't work, maybe trying a different browser to see if there's any results, might help. Also, if none of these work, providing a bigger image would help. Like the above posters recommended.

Now I we see, the "Hey [..] ! Notifications v Settings Log Out" bar is on the wrong place, it is on the " Home Forum Media What's New Video Portal Misc" bar. (It is Green or Yellow)
I do not know too much about internet (... ok, I don't know anything about it), but try to log out, clear the history -and everything of these.

Sorry but I don't know too much... It's a error for sure, when things like that happen, I close the internet (after log out of everything on it) and use anti-virus to see if is virus...

 

It looks like you have Compatibility Mode enabled, which is what may be giving you those problems.
