    id have to say not rly but i always didn't rly thought it mattered Roxas and Axel i thought were only friends in the Orginization XIII

    They are Nobodies. They can neither have nor be friends with anyone and mean it.

    That aside, it's kinda hard to tell. Axel never meant to be Larxene's friend, I'm quite sure of that. He does allow her to think that he is, however, since he has to keep an eye on her.
    Larxene on the other hand really seemed to want Axel into their plot. This could be just for his power though.
