Okay, so I'm about to start a website, and I want to know the easiest (and possibly cheapest) way to do it. Help please?

    Microsoft FTP.

Else you could always go with HTML coding, and good luck with that.

It's free, they do the HTML coding for you, and you get a lot of space and bandwidth. All you have to do is add pages and content.

Tripod and Geocities are good too if you just want to do it that way. Otherwise, yeah, Microsoft's FTP is fantastic. That's how I work on the school's newpaper website. So easy to use, and I get a lot done.
