That's really cute! 8/10 ^^ The sparkling effect is just right. Did you take it from a larger picture and just crop it?

It's really cute. I think all the effects make it even more so. Probably an 8/10, because it's harder to see the sparkling effect on the smaller version.
Well I don't want to give a rating for it, but I still think it's very nicely done. You definitely brought more color to it so it didn't look so lifeless. The quality looks really good in both 150 x 150 and 100 x 100 so great job on choosing a picture with a good quality. The overlay of sparkles looks really cute and it fits the theme of the avatar altogether, I'd like to see you make some more avatars and experiment with different coloring effects. :3 Great job.
