.... You should pay more attention to what they say in the game. If I'm not mistaken, you're probably talking about the battle with Vargas. It's performed by selecting Blitz, pressing left-right-left on the controller when the cursor appears pointing to Sabin, then pressing X. That should work. If it doesn't, then you probably did something horribly wrong and you should quit playing the game if it won't work. But hey, that's just me.
