Well you don't need skill to make OTK. You need skill to make deck with basic strategy for OTK in mind as it's win condition.

It takes skill to complete an OTK. You may have a really pro deck that can OTK almost every game, but if you don't know everything about the deck and how to use it, you probably wont OTK with it while the creator of that deck could.
