    well.. If you have something that requires low attack.. Like if the enemy has a monster with more than 2000 ATK after they destroy your Shining Angel, you could use it's effect to summon Circler to take less damage than summoning something with 1500 atk.

    might as well summon them in defense mode lol...
    it doesnt matter what you summon as long as its in defense mode, Circler's effect is proven to be pointless.

    Edit: oh wait...you cant with shining angels effect..
