Now I tune level 2 Quillbot, level 1 Glow Up Bulb, 2 level 1 Tuningware, and 1 level 2 Tunging ware. 2+1+1+1+2=7

This Dragon is far from a copy, it's your own dear Akiza's. When Axel took her down he claimed her Dragon and her heart. She won't be returned to this world unless all of the Organization is wipped out and Kingdom Hearts destroyed. Which won't be happening anytime soon, but you can still see Akiza's nobody, she'll be joining our ranks soon enough.
