I could give you a link to SAI Painter, it doesn't have as many effects as PhotoShop does, but it is good if you are just drawing and colouring.

Alright, this should work, only thing is, is if you move the file, sometimes it creates a glitch, so be sure to save is there you want it to be, and try not to move the files around.
