there is no way they are putting the dog from duck hunter in battle. also the roster is unorganized; in brawl the character were organized by the franchise (ex: mario, luigi, peach, and bowser are on a column)

They still are, it's just a vertical column now
    and I mean
    there was video proof
    and Nintendo took it down
    so
it sound pretty real to me
(image in case people decide I don't have enough proof I guess?)

Nintendo took down all the videos based on this leak, fired the Nintendo employee that leaked it, and are using them.

    Tl;DR you're wrong.

There's a theory going around that the reason the roster is all unorganized like that is because not every character has been unlocked in that roster. There was a screenshot (one that I unfortunately am unable to find at the moment) that showed that All-Star Mode was in the game, but had a lock symbol over it, meaning it was locked (obviously). For those unaware, All-Star Mode in Smash Bros games is unlocked when you unlock every playable character.

Another thing that helps this theory (in my opinion, anyway) is that in past Smash Bros games, when you were still in the process of unlocking all of the characters, the available roster usually did not have any kind of specific order or layout, thus some characters were placed in weird areas on the screen.

Take a look at Melee's incomplete roster, for example. There's some organization, but clearly some characters are placed in strange areas, such as Pikachu sitting in between Mario and Bowser. Brawl's did the same thing when no characters were unlocked yet.

As for the Duck Hunt Dog, it's actually not as out-there as it seems. Well...Okay, it's definitely a strange choice, but Melee and Brawl had their own strange additions with Mr. Game & Watch and R.O.B. respectively. With those two in consideration, it's not that big of a stretch to think that the Duck Hunt Dog is Smash 4's "weird character", so to speak.

TL;DR: It's possible that the roster doesn't have everyone unlocked yet, and the Duck Hunt Dog is this game's version of Mr. Game & Watch or R.O.B.

Why are people acting like there's no order here
the top row is all Mario characters, except Game and Watch who is a stand alone character.
Then Donkey Kong, then Zelda, then Metroid, then Kid Icarus, then Fire Emblem, then Kirby, then Little MAc, then Star Fox, then Pokemon, then NES Peripheral based characters, then all the odds and ends, then all three clone characters, then the third parties (and second party, in the case of Shulk)
    It's REALLY organized

Pretty sure the codes only work for the region they were given in.

This is correct, though I'm not sure if a UK code would work for the rest of Europe. I would assume it would since it's PAL, but...Nintendo. They have a funny way of doing things.
