I need to change an image's size to 1800 x 1600, but this is just a detail. I would like to know how can I modify an image's size to any other size, please?

    Thank you in advance! ^^

Photoshop isn't free, far from it. You can download it, but it's very difficult unless you have some experience. Also, it's illegal.

Well, you could use Microsoft Office Picture Manager.
All you need to do is :
    Here an exemple:
    How to resize.jpg

    Sorry... It's in French...

You should really get something better than Paint, indeed.
In the meantime here' s what you can do with Paint to get your picture to the exact size that you want instead of dealing with vague parameters :

    - Open Paint twice. Open the file you want to resize in one Paint, and create a new file in the other.
    - Change the size of the new file with the size you wish to obtain, like this :

    - Get back to the Paint with your picture, press ctrl+a (or click Edition => Select All) then press ctrl+c ( or click Edition => Copy)
    - Switch back to the Paint with the new file and press ctrl+v (or click Edition => Paste).
    - Bring your mouse over the down-right corner of the pic you just pasted, a double arrow cursor should appear.
    - Press your left click mouse button and hold it, then drag your mouse to the down-right corner of the new file. You can resize the pasted pic in several steps if the new file happens to be bigger than your screen.

Now save this new file and you' re done !

Really you can use any image editor you like. Paint comes pre-installed on Windows machines, but isn't very powerful. GIMP and Photoshop are effectively equal for this simple job (though for the nit picky here, Photoshop is better), but both are rather overkill for this and Photoshop is expensive. And there are several others available to pick from if you like, some free, some not.

Alternatively, as this isn't a very intensive job, there are several websites that are willing to do the work. This is one I was able to find rather quickly. You may need to look around some to find one that works for you seeing as you're rather large image might not be supported on all servers and I can't say anything about the quality of the job.

EDIT: By the way, what version of Windows are you running? In particular are you running XP or have you moved on the Vista or 7? Because in XP you can just right click the file you want to resize, and if you are in Vista or 7 then you can do it rather easily in the updated Paint. Not that it is really any harder in the XP version of Paint, but why bother when you don't even need to open a new program?
