He's a guy from Southern California that records bad drivers down there. He records everything, but edits out everything that doesn't have to do with bad drivers. He'll then take interesting stuff, such as this, and include it as a standalone or in a montage. He's not the only one, though. There are also people doing bad drivers in Napa, South Carolina, Portland, etc. It's like a TV series, basically.
Why the hell would someone want to spend their time recording bad drivers? Why would you want to surround yourself with and constantly be reminded of annoying people? I drive to school and back every day and frequently come across bad drivers, why would I want to put myself in a position to be around them any other time? It's madness.
They don't go out looking for bad drivers (that would cost too much because of gas), they just happened to get interested in capturing bad drivers and do it on their regular daily drives when going to school, work, etc.
"Oh wow, that guy is driving really badly! I'd better get out my camera, turn it on, point it at him, and capture it on video, all while I'm driving and the road should have my complete and undivided attention."
At least he got out the ****ing car and went to help him, better person than 99% of people struck with the bystander effect.
Their attention is 100% on the road. All they do is hit record and then drive normally. Example: Especially the first clip.
