Under the guy's username you want to rep there are 3 buttons. The middle one is for rep. To give rep you click this button and then click "approve" and to take away rep from this member you click "disapprove". It would be nice to leave a comment each time you give or take away rep from someone.

Do you see them under the guy's profile?
