Implemented Profile Picture File Size Limit

Hi, I know this is a random bump, but I was wondering if there is any chance of getting that 1MB for signature gifs approved? <': I think that would be awesome.

//Mostly because when I make gifs for Tumblargh (used to have a 500kb limit, now has 1mb, I think) I can't use them for KHV. ​
