Riku did not work with the Organization. He was given the cloak by DiZ as was Mickey so that they could hide and remain safe in Darkness and conceal themselves from the Organization. They were trying to investigate the Organization; not work for it. Riku later does help Axel and Namine, but that is it. In Kh2 time he even warns the Emperor of an attack by the dragon that was corrupted by Xigbar and he fights against Saix to defend Axel, his home and also assists Namine. Not once did Riku work for the Organization and he also left working for DiZ as well when he felt DiZ had lost focus and was too concerned with revenge, which was an emotion Riku did not wish to connect himself with.

As for Xion being a Heartless of Kairi, it is impossible. Nomura has stated quite clearly that PoH's do not have Darkness in their Hearts and so no Heartless could be formed. If a Heartless could have been formed, it would have been done when Kairi was on Destiny Islands and lost her body. Her Heart instead remained in tact and waited for Sora and hid within him.

So, who is Xion? I believe Xion is connected to Aqua and was hidden within Kairi's Heart, much as I believe that Roxas is what remained of Ven, hidden within Sora.

When Sora used the Dark Keyblade on himself, this opened his own Heart. It also perhaps opened Kairi's heart too. Her Heart went back to her body but if Aqua's remnants were within her as Ven's rested in Sora, she was freed and became a Nobody too. Namine was clearly Kairi's own Nobody and was also incomplete because of the fact Kairi had no Darkness. However, Xion may have been within actually Sora or Kairi if we want to be technical. In either case, she was most likely freed when the Dark Keyblade was used, just as Roxas and Namine were. That's my thought on it so far, though I could be wrong of course at the time and placement of Xion. In the end, I still feel she has some connection to Aqua, so this theory is about what I can think Xion has been wandering for some time and just was failed to be mentioned earlier.

xion cannot be aqua's nobody because she would have been found a heck of a lot quicker than roxas. also for a person to have a nobody and heartless they would have been to have been killed by a heartless because the heartless are the only to take hearts and the heartless didn't exist yet. she could not come out of kairi even with an extremely powerful magic because kairi is as we know a poh and it would take about every heartless and being of heartless such as xh, malifacent, xemnas, and the rest of the orginization just to interfere with a poh's heart because their hearts were not meant to fuse with another's heart. but the flaws in this theory are kairi was able to put her heart and every other poh in his.

 

You do realize that Namine is Kairi's Nobody. So therefore, Xion is obviously connected in some way similar to Kairi as well. Whether she's related to Aqua or not is up for debate, but definitely it is clear that PoHs can have Nobodies, despite having no Darkness of their own if the conditions are met. In the case of Kairi, her Heart was within Sora's who does have some Darkness because everyone else in the game other than PoHs does have Darkness though to varying degrees. Next, the Dark Keyblade was used, which is a weapon forged of Darkness and the PoHs Hearts so that it would unlock the Door to Darkness as well as other beings' Hearts. These two factors led to Kairi having a Nobody.

namine is an acception because but she has more power than xion, but think about it when sora goes to the secret place kairi, she was probably still resisting her heart being taken away, so when the wind pushes her, her namine side of her heart turns into a nobody = namine 1st kairi nobody. the process of sora losing memory started in castle oblivion, otherwise he would have already started losing memory the moment he stabbed himself.
xion is the result of the moment where kairi gets pushed by the wind but the moment where she almost blows into him probably gave her an enough distance with the little power she had left and transferred her heart to sora at the same moment her heart was taken away which probably ripped her heart in half. 1st part, the magical part goes into darkness forming namine
the second part goes into sora. not sure but xion is probably more susceptible to the keyblade because she can also have darkness from sora's heart which explains why she lost because every keyblade master in the games that have come out. the masters that use darkness always lost. riku won against xion because he probably had higher resistance to the darkness which meant that the keyblade would do more damage because the darkness might as well have been light seeing how it doesn't affect him.

 

Sora, when he was a Heartless, was beginning to lose his memories. He found Kairi and she restored him to whole. He makes a comment about it.

However, his memories were affected in Castle Oblivion for a different reason later, because the Organization was testing memories and they wished to mess with him in order to use him. Those are two separate instances with different reasons.
