I might be a little off, but it's a group of people you join, like a family, and you get a sort of honorary rank. There are a lot here, so if just pm someone with some kind of 'family' sig (Kadaj family, etc.) I'm sure that person will tell you more. Most are nice, so you don't have anything to worry about.
