I think what they mean is that smaller classes allow teachers to work with students one-on-one more often, giving all the students the individual help they need. Also, it's been proven that you learn more from a teacher you like than a teacher you hate.

By "relationships" and "intimacy", they mean a friendly, respectful kind of relationship.​
