I see. In that case, I applaud you for being as clear as you were in the first post.

 

1. The Joker has been played by many people before, it wouldn't be a replacement, just another actor.
2. If Joker even is in Origins, it takes place before Asylum, so it wouldn't be too hard to believe that his voice may have changed with time.
3. If a guy is playing the Joker I want his take on the joker, not another Hamill. Hamill is the best, but not everybody needs to be Hamill.

 

The voice is not Mark Hamill. It's someone voicing Mark Hamill's Joker.
