You didn't understand the context or I didn't explain properly. What it means is that the airline did not take action on a basis of sexism consciously but rather assumed women are less prone to molestation due to how normally headliners and news have men being the ones molesting. It is uneducated, an assumption. Or generalization, I guess you could say.

I put in the sexism part in there, as it seemed like it was okay because generally people think it's okay to assume that an individual will molest, because that individual is a man.
