It would be more foolish to enforce exactly the same rules across a vast country like the USA, especially if you think about states like Hawaii and Alaska which are incredibly far apart and so entirely different.

America is a country. It's another word for the U.S. If DPWolf would have said North or South or even Central America, THEN she wouldn't be referring to the country. America on its own refers to the United States of America.
