Its not so hard to make a pal dump, all you need to do is to use an emulator. But if you can't do that i bet that 00Roxas00 has the code, or can create the dump

1: R2 refils clouds health
2: do you have to hit L2 when or during the cutscene
3: will this code give cloud as much health as sephy

and if the answer to those is all yes or at least 1 and 3
