Um, I think they mean it only works on japanese PS2s...

Edit: Yep, just just a couple of my ps2 games. On the spine at the bottom it says: NTSC|U/C. Basicaly thats the same as the Japan Only thing.

BTW I own an american ps2 and american ps2 games.
