If the voices were different in every game, I'd be kind of.. pissed. :/ Disney's power? Maybe the actors wouldn't want another person to have a role that was originally theirs. I know that's how I would feel.

Replacing the VA's sucks and just because a VA may be associated with Disney, doesn't mean they're going to do a lame job. For example, I liked Mandy Moore's Aerith way more than Mena Suvari's.

Jesse McCartney, imo, is an excellent Roxas and I'm glad he'll be back to play Ven.

But I do agree though.
Setzer and Payne aren't KH original and it's blatantly obvious Ven is in someway connected to Roxas, so giving them the same voice actor is pretty much Nomura saying, "Yeah, they look the exact same, are not the same person. Are they connected? As obvious as it is, I'm not going to tell you. Oh, and they have the same voice"

Ven mentioned something about wanting to be "erased".

I could be wrong, but I think Nobodies are usually the ones getting erased, especially over regular characters..

They might not be linked in any way what-so-ever, completly different people.
In which case, I think the character layout in the game is a little lacking. I mean, if you're going to have two completly separate characters, you could at least make their hair & eye color different. That's just a mix of lazyness and loss of creativity :/ .
