At the top of my head there is FInal Fantasy 7, which was remade to Ps3 system overseas, Also in KH Re:Codded , Re: Chain Of memories, as they were from other systems and than came to ps2 (Re:codded was mobile and than 3DS). About other games remade from japan developers that came to overseas there are: ICO, Shadow of colossus, Castlevania etc...
There is no reason to think why they would not sell the game overseas, acutally with the advantages of PSN is possible to sell the game online, thus saving all cost in distribuction.
EVEN if they don't make a version in english, most playstation games don't have any region lock, even though it would be a bit sad not to play it all in english.

 

Do you have any idea about what kind of effort it takes in order to remake a game in HD? It's an extremely painful and long process. That's why it will be released in the international market, because a ton of effort went into it, where as the final mix editions did not have much effort. HD collections are especially good for let's players, ect. because it's an opportunity to offer a game that looks horrible (compared to games now) and make it look twice as good. (Like games now)

 

And yet it took about 3 years to remake chain of memories and yet they only shipped it out to one country. Your statement isn't really convincing me.

I think the HD 1.5 Remix WILL get released in America. It's been 10 years since these games have been released, as you said. This is different from the Final Mixes, which is 1% different, these are completely updated games. Some people who has been trying to play the Kingdom Hearts games from the beginning but can't due to SE not selling them can finally play. That's a huge incentive to get the game. I'll get it for that reason only.

The only problem I'm seeing is if they're going to voice act the new Final Mix scenes or if they're replacing Ansem's voice actor or not. According to KH13, he hasn't been called up yet. Keyword is yet, but we'll see. He could also be lying to keep the localized version a secret. Companies do that sometimes to maintain the hype meter is check.
