Yes she does. I believe they make it clear in both games that you must be a Nobody to join.

 

I think she can be a Heartless, also because she can summon a keyblade (like Riku/Ansem when has summoned the key that opens people's hearts)

 

Why doesn't anyone understand the fact that she can't be a Heartless?

But logically it just doesn't make sense. If she was a heartless, Nomura would have ignored the history of the Organization for the past two games.

She is a Nobody. I also believe the "made to believe" topic has been covered, and that may be possible too. However, she would be a "fake" nobody.

but she could be in some way related to xemnas/ansem (her skin?) just guessing to kill me
so she could be related to aqua, i dobut she'll hold a key
