    My experiences in swimming pools as a child tell me no.

    You can, however, make the water swirl in the direction you're going and create a sort of current.

    Natural whirlpools are produced by the meeting of opposite currents, so you' d either need two people working in tandem or one person knowledgeable enough to exploit an already existing current. Whirlpools aren' t nearly as powerful as movies would have you believe though, such a fast character would wreak much more havoc just running directly at his target.

    The definition of a whirlpool gets vague in this context. In nature it is defined, in part, by the meeting of two currents (as noted earlier). Since there would only be one current you would be unable to meet this. If you remove that part of the definition then all you are really left with is circular movement of the water, and that you could do very very easily. At that point, forget the running, one is probably already there before you even get in. I assume what you are actually interested in though is the funneling effect of stronger whirlpools. That is theoretically possible if you got enough speed. Stirring a glass of water or whatever is just a scaled down version of the same effect, and it is easy there. But I doubt you could get enough speed in any water deep enough that the funnel wouldn't be negated by the splashing.
