    ...Is Rep Power different from Rep Gems in which feature?

    And what is a non-colored Rep? I know that Green are Rep + and Red are Rep -...

    Rep power is indeed how much rep you give/take. It's based on a variety factors, things like (I believe) post count, reputation points, how long you've been registered, etc. The FAQ should answer your questions otherwise. =]
