Stock is a bit grainy, try not to use them if they're like that. You can sometimes fix this with the Denoise filter in Photoshop, or if you get Topaz that works wonders. The smudging is nice, but a bit random. Either smudge everything or make it more subtle. I'm not really a fan of the blue circles either. Those lines in the bottom left hand corner need to go too, but I like the concept of the text, it's just a bit small, but I suppose if it was larger it would detract from the rest of the tag. Good job, it's a definite improvement from the other stuff I've seen from you.
