I'm more undecided about going with Pokemon and Scribblenauts or waiting for Birth By Sleep and Peace Walker.

If it was me, I'd get a DS and Pokemon.
Simply because I would play a DS less than I would a PSP because of the type of games.
And I don't have a lot of time to play games.
