I can't read Japanese. And that didn't look like the right video, Xigbar didn't even talk to Roxas.

 

Xigbar actually interacts with Roxas the most in days (next to saix and axel) He even "tested" roxas at olympus colliseum. Just because he's never mentioned Ven doesnt mean he doesnt see the resemblence...After all he's pretty well informed about the secrets of Organization XIII. Like knowing that it was Saix and Axel who wiped out the C.O. members. And he knows about Xemnas's "imaginary friend" in the room of waking at the Castle that never was

As for the cutscene, I beat the game and know the general conversation. Xigbar says something like "You couldve looked like anyone, but it had to be HIM didnt it? and the goldfish quote. Xigbar has met Ven, and it sounds like he knew him well. Nomura stated in an interview that Xigbar (as Braig) would appear and possibly be a plot device in birth by sleep. I should probably mention that Ienzo (zexion) is confirmed as well.

Maybe we can finally see how Xiggy lost that eye of his...

Xigbar didn't meet Sora at this point in the story. He doesn't meet him until Kingdom Hearts 2, in Hallow Bastion.

I'm pretty sure when he says that to Sora in KHII he is talking about Roxas, not Ven.

 

yup when he said that to Sora he was talking about Roxas since he used to look at him the same way when he was angry

 

Yes he said that in KH2 to SORA. but in 358 days, he is talking to Xion...who to Xigbar looks not like sora, not like Roxas, BUT VENTUS. He says the goldfish thing and...ugh, look heres a secret report about Roxas' progress written by Xigbar from the KH WIKIA

Gee I wonder who Xigbar is talking about here? Cant be Sora, he was sleeping in a flower pod at the time. So Xigbar would have no way of knowing how Sora fights. Plus why would the title have to be "Him and Roxas" instead of "Sora and Roxas" He's talking about the link between Ventus and Roxas.

Well Ventus does look like Roxas.
The connection looks to be to roxas.
Since he looks like him.
It was pretty weird when Xion has all these faces.
Her as Sora is most creepiest though.
Poor Xion having a million faces.

The connection is Sora if you think about it.
If everyone sees Xion depending on their connection to Sora, Ven's appearance implies a connection to Sora, not Roxas. At that point and time, Xigbar didn't have any connection to Sora, so he should have seen her hooded or possibly the same way Saix sees her. Instead he saw Ven.

 

This is all very confusing.
But I think I get it now.
