    According to Wikipedia, you can.

I want a DVD from an R3 country (Hong Kong), but I'm in R4 (Australia). I know you can change the region DVD settings on your computer to make it available to all regions, but I don't know how. Does anybody else know?

I've never had any problems with playing DVDs from different regions in my computer. Have you actually tried to play it? I think it would work.

Can't VLC player play DVDs from all regions?

Also are you sure it's region 3? A lot of DVDs from that area are R0 (Region Free), i.e. I believe Battle Royale is.
