Help How do I turn on HTML code

and turn off the caps filter?

 

I think HTML is only for mods/admins.

 

I don't even think that I can use HTML. We don't trust members with it. As for the caps filter, you also cannot turn that off, but if you would like to avoid it then you can just add a lowercase letter somewhere in your post and then change the color to white.
