How come ...

Mickey has a pet dog but he also has a friend thats a dog? and how come goofy can talk and pluto cant.

 

That's the way its always been. I would tell you to ask Disney, but umm...since he's all deceased lookin, I would just say that goofie is some type of weird dog mutant.

 

That question has been asked for years if not decades.
My answer? Maybe it's because of Pluto's and Goofy's species of dogs

 

Because its always been that way, always will be. Don't know the exact answer to that question those. I guess that's just the way Disney wanted it to be.

I wouldn't ponder over it too long. There's no real way to know the answer. It's just one of Walt Disney's creative ideas, and it has seemed to work for many years.

I think you're just thinking too much over it. Sometimes, things just need to be forgotten about and you just need to enjoy the entertainment they bring.
