    Because you looked sometime between 12:00 and 12:15 AM. Since the day resets at 12 AM, only 27 members had been active since 12 AM, but there were still 40 other members who were active before 12 AM. The people on the active members list are people who have been active in the past five minutes.

    Get it?

    I have like three screen shots where it says "Total people that have visted the forum today: 0" XD    ​
