    Not really a spoiler so I doubt you need that. XD

    Xemnas proved himself to be stronger than Sora/Riku(not their combined strength however), so why would he need to rely on the Keyblade? He probably had thought he used every ability he had with him at their fullest and probably just stuck to that instead of trying to reach out for some power that isn't believed to be there.

    Or maybe...
    You need a heart to use a keyblade. Roxas having a heart is under debate but to say he's not special would be stupid. I doubt Roxas would look like Ven if he didn't have some part of him inside himself. And what other piece did Ven give to Sora but his own heart? As for Xion who could use the keyblade, she was merely borrowing the power from Roxas and was meant to keep Sora asleep at the same time. Nothing more. Xemnas didn't show any signs of real emotion(Roxas cried a bit) so I highly doubt he had a heart.

    Also, for those who would speculate that Ansem SoD should have had a keyblade, that would be ironic. The keyblade's secondary function is to get rid of Heartless. How could a keyblade ever bring itself to be used by one?

    And really, maye Xemnas DID have a heart, just
    Terra's... I mean, his heart had collapsed, had it not? It may just not have been able to process emotions. After all, his heart had to go somewhere...

    Don't forget that Sora WAS a heartless during the ending of KH1 and during CoM. He wasn't whole again until Roxas merged with him in the beginning of KH2. He LOOKED human the whole time, but he was just a special heartless...just like Seekernort.

    I highly doubt that Xemnas had a heart. He may not have any memories of the events of BBS, but he still has his memories of being Ansem's apprentice. He still remembers what it was like to feel emotion. At the end of KH2, there's a scene where Sora tells Xemnas, "Just give it a rest! You're Nobodies! You don't even exist! You're not sad about anything!" And Xemnas confirms, "Ha ha ha ha. Very good. You don't miss a thing. I can not feel---sorrow... No matter what misery befalls the worlds. No matter what you think, what you feel, or how you exist."
