IIRC you have to be Prem first.. (Sad, I know... ;-; )
You need to send in an applicant...
Wait to be considered by other staff members.
Then if they choose you, you get to be in the zone they want to in (there need to be free places of course xD)

Too much work to get to mod here if you ask me :]

(I'm happy where I'm moderating, in a small site far, far, from here. ^^)
