Awww, I miss that anime... It was too adorable, I still have Ham-Ham toys XD Anyway, this is cute, the pink (even though I hate pink O_O) works really well, and the flower makes it all the more cuter. If the faded image of Hamtaro wasn't there it would look like a painting, but it looks good, I like it, it's very cute ^^
Eh. The eraser-made border makes it look sloppy. Not really a flow or anything going on in it. Also the flower kinda takes the focus away. And if you duplicate and change the opacity of an image, put it behind the original. I suggest reading tutorials.

Border is awful. Flower looks misplaced. Add more color and effects and for god sakes READ A TUTORIAL! All I like is the repeated effect with the render. Leave that.
If it were behind the original, then the eye wouldn't be visible where there is overlap. I, personally, like this. It's simple and cute. It's easy on the eyes and it catches your attention. The entire thing really flows with the stationary image. Since there's no action in it, you decided to keep it with a sedentary flow. Nice job.
It's very simple in it's design, but at the same time it seems to uniquely accent it. I agree that the technique could be better, but at the same time there's something about it... Basically, it appears to be (how can I say this without appearing insulting) kind of like a sig for a kindergardener. Not trying to say it's bad; the flower and hamtaro with the pink background, just that it seems to be something that would appear on Playhouse Disney and fit in really well (which I like).
Eraser-made border = Sloppy as hell. Seriously, though. Try using some tutorials. It's a bit too simple.
