That's only because of the English translation, Japanese personal pronouns are gender neutral. Xion is genderless.

 

Unless I hear Nomura say it himself, I refuse to believe you. Xion is a girl until then.

 

I dunno if you saw that one part where "she" had a dude's face, a dude's feet, a dude's hands, etc.

Basically, Xion has no gender. Xion's most commonly referred to as being female because that's Roxas and Axel's image of her. To Xigbar, Xion actually looks like Ventus, and to some other people, Xion just doesn't have a face at all.

Doesn't matter how he made "her" out to be, its up to the player's interpretation. A writer of a book can't tell a person how to feel or think about a character.
