Gran Pulse is full of monsters that a full power L'Cie can barely handle Cocoon, aka heaven, is a Utopian society where everyone gets everything they need and you live in an idealized landscape
But from another point of view, Gran Pulse is a tropical paradise where animals great and small roam freely and those humans who manage survive are strong as hell. Cocoon, on the other hand, is a crapsaccharine world where free will is an illusion and the government is a puppet to the gods.
Gonna have to side with KS on this one. Granted, I've only just gotten to Chapter 10, but Cocoon's government just seems to be overcontrolling and likes to instill fear at every opportunity for no reason. Sort of like the US government.
So according to this topic people would rather live in a wilderness where you can get randomly eaten by a thousand story fire giant, than live in the United States I guess that's reasonable

I'd actually like to stay on Gran Pulse as well. I mean, people say it's hell on earth because they're basically taught so, and they're used to an easy life, and guess what's down there: a bunch of giant monsters that will crush you under their foot and not even notice. But yeah, at least it's seen differently in the next game. I actually haven't gotten to it yet, but I've seen what it looks like through a walkthrough I watched a long time ago, long before I bought the game
