Rosy the Rascal was nothing more than the prototype name for Amy Rose. You have both Amy Rose and Classic Amy Rose, therefore you already have Rosy the Rascal in play, as Classic Amy is her.

Except not because Moebius exists, thus making Rosy a reality. Rosy is Scourgey's Amy, and she'll smash him to pieces. She LOOOOOOOVES smashing Sonics >:3

 

Mobius is actually nothing more than a mistranslation present only in the American versions of Sonic's manuals. The original refers only to a Mobius Ring, which is the shape of Green Hill Zone apparently. Therefore Rosy the Rascal does not exist.

 

All the Sonic characters (for the most part) have an evil counterpart in the Comic.

Knuckles=Evil Knuckles
Tails=Evil Tails
Amy=Rosy the Rascal
Sonic=Scourge

Rosy was seen in Sonic the Hedgehog Issue 194.

As far as Moebius and Mobius, those are the planets that exist in the comic. Sonic and Amy are from Mobius Prime, Scourge and Rosy are from Moebius, the evil counterpart. It's like 2 sides, same coin.
