Word of God states that Caius is the most powerful villain of all the Final Fantasy games. Although I'm not sure if Chaos would count in that, since he's not exactly a villain.

 

I wonder why that is? I haven't played FFXIII-2 so I wouldn't know how strong he is. :\

 

I'm stuck in the Bersha Ruins, 005 AF. The ruins are like a maze, it's so confusing!!!!

 

He's more or less invincible, that's why. You fight him several times, and each time you beat him, he just gets straight back up, taunts you, and then either kicks your ass or gets bored and leaves.
He can also stop time, though he never does during gameplay.
