It might of been that, but translated one of them said your not allowed into the castle or something like that. It was probaly just Ansems castle, and Dilan and Elaeus where just keeping outsiders from entering their masters castle.

Xemnas is looking for the Chamber of Wakening.
It's somewhere in Castle oblivion. Considering Ansem The Wise knew basically nothing about this place before CoM, he couldn't have built it. Plus theres a symbol on the castle that almost matches that of one on Master Xehanort's keyblade. He may be the builder.

Yeah, it looks like it was naturally made and then someone build the platform inside of it.

 

Perhaps when they said "You cannot enter the castle!", that was probably Castle Oblivion. They were probably working on it.

Other wise the starting Organization memeber would have all ready known about it. Instead they found the castle a couple of years after their creation. The Castle wasn't built by Ansem The Wise. He didn't even know how to get to other worlds so how would he find his way there and build a castle?

 

But they don't remember what it was like when they were somebodies. And the world the castle is was probably invaded by the Heartless.

 

But still How did Ansem get there? He'd need gummi ship he had at that time. And why build it and not talk about it in the Ansem Reports?

 

What makes you think Ansem built it? Besides, didn't he travel with the King in a gummi ship?

The students of Ansem The wise seem pretty loyal to Ansem before Xehanort came. Why would they work on a castle without him knowning.
