Help can somebody give me an explanation about the rep system?

Because i don't seem to get it...
the only thing i know about giving rep is click that little scale in the downleft corner of a person's comment, can someone give me an explanation?

 

basically the more rep you have the better you comment will be if someone looks at it when they move it over the square. if the square is green then you have a positive rep. if it;s red you have a negative rep. if it's silver i think your kind of both. but its not just for that, lets say you want to become a premium member youd have to have 100 rep points and 1000 posts. the more rep you have, the more green or red rep sqares youll have next to your name.
