No,they arent..Saix is just following his orders...no one in the organization has a friend except Roxas and Axel..well,confirmed friend at least..

 

You don't know that :O They look like eachother, and are around eachother like all the time.

 

Xemnas doesnt have any friends,he only has followers of his purpose.No one in the Organization has friends except red head and bhk...any 'friends' your thinking of are probably long term partners for asignments or something

and Saix is pretty much Xemnas's right hand man,so of course he's around him all the time.
