Help Activation Problem??

Ok my Brother just made a account
and when he trys to post it comes up with this

you do not have permission to access this page. This could be due to one of several reasons:

Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

He has activated his account and when he activate it again it says
You are being waiting in a queue for permission into the database???
Anyone can help him out here​

 

I think its a "wait 24 hours" type of thing.

 

The Admins have to Validate his account first. Even if he activated his account.
