She doesn't have to regret it. It could be as simple a wish as saving her life from Meteor or something.

I know it's sometimes hard to come up with an in-character wish. Also, although she wouldn't know this, you should know that the wishes can be cruelly literal. For example, one girl used to eat dessert regularly with her mother, who them fell terminally ill and slipped into a coma. The girl wished to be able to eat dessert with her one last time, and Kyubey granted it, waking up her mother and giving them both a dessert... only for the mother to die straight after they'd finished.

Basically, have her be a civilian for now, possibly in Sky City or the Death Star, having been seperated from her siblings, when Sephiroth attacks, Kyubey will be one of the first on the scene (dude's fast as hell) and offer her the chance to make a wish there and then. She doesn't have to go for it right away, but when she does, come up with a good wish that isn't anything to do with power, because that's a waste of a wish.

If you made her from the base Gurren Lagann world, but then had Kyubey grant her wish, she'd be technically immortal, get magic powers of your choice, and be able to have a Gunman too.
