Not really. Seperating a person from the outside world is basically a long death sentence otherwise, because nobody can cope. Imagine somebody from the 40s being released today. Incorrect. If they were supposed to be isolated from everything, visiting times would not exist. Prison is supposed to keep them somewhere the accused is unable to commit further crimes while still being allowed to live. They used to be to isolate people completely, but they soon found that too many people commited suicide or another crime once released, as so many things had changed that they just couldn't cope with the outside world anymore, and either wanted to be gone forever, or back in prison.
Jail, on the other hand, is one thing and one thing only.

Also means no crazy!Strength, IBRS, Hollow Ichigo, or Super forms. Those are all unfair in a real fight between two groups of people. I mean, say Team Hadoken went up against Team Sonic, and was winning, when suddenly Sonic goes Super Sonic, and become INVULNERABLE. How unfair would that be?

Akuma is a villain in himself, not a Super-Powered Evil Side of a not-villain. He's perfectly fine entering the tournament, so long as he has reason. Which he does, because you can have pretty much anything as your prize.

Also I lied. There'll be no super-powered evil sides appearing in the tournament, it's too soon for that kind of thing.
